As stated before K-9's are an excellent tool for department public relations. There is a common misconception that trained police K-9's are only attack dogs. This is false, 98% of the K-9 work is with it nose abilities. These K-9's are trained to be aggressive, but only on command by the handler or if the handler is in danger. With these types of misconceptions a good public relations program is essential. As the public becomes more acclimated to the K-9's working abilities, greater appreciation will develop for them. This can be carried out the same way as the non-aggressive narcotic K-9.
Another very effective tool in public relations is the K-9 vehicle itself. It has proven that the mere presence of a well marked K-9 unit is a strong crime deterrent. Imagine being a drug dealer and seeing a K-9 vehicle with a dog inside that is capable of smelling cocaine the size of a match head. This undoubtedly would make drug dealers very nervous. The need for a dog in a department grows on a daily basis. One need only to look at the daily newspaper to see that drug use especially "Crack Cocaine" is skyrocketing. Along with an increased drug problem comes other crime including B & E's, robberies, rapes and many other types of crime. The road patrol and special units do a fine job fighting the current problems, but the police need all the help they can get. One such source of help is "Man's best friend" the dog.
Imagine trying to find drugs hid inside a 35mm film canister which could be placed anywhere inside a two story house. The hiding places would be endless and it would take numerous officers hours to search the house and they still would not be able to look everywhere. On the other hand a properly trained dog could search the house in 1/10th the time and do a much better job. A dog could also indicate drugs in a car without ever getting into the car. The reason a dog can be so effective is quite clear. The dog has 300 olfactory nerve endings in his nose, this compares to 7 in the human nose. The dogs hearing is believed to be 25 times better than that of man's. Although a dog sees in black & white they can see as well in limited light as in direct sunlight.

THE POLICE K-9 DETECTOR TRAINING MANUAL
Written by the founder of World K-9 Inc., Robert Austin. This manual is the most thorough and comprehensive book on the market about training POLICE K-9'S. Throughout it's 140 pages is an exhaustive package starting with a far reaching study of the behavior of dogs, their instincts and how they learn. Then the process of selecting the proper dog for K-9 work is examined, such as, the dog's mental and emotional status and his senses. The principles of training the animal as well as his capabilities, necessary equipment and safety procedures prepare the dog for the actual narcotic detection training. Which is followed by an extensive examination on the health care and feeding of the dog, including infections, grooming, medication and first aid. Finally a complete list of operating procedures is given to help the K-9 Officer maintain an efficient POLICE K-9 UNIT.
Golden Retriever, Lab, Rottweiler, German Shepherds etc. Our dogs range in age from
1 year to 3 years. N.D.S. K-9's should have a working life of 6-8 years or longer.
World K-9 Inc. dogs go through a very extensive medical check-up before any
training is started. Dogs are just like humans, today they have a complete physical and
their perfectly healthy, six months from now they could develop a heart condition or
cancer or something that could possibly force them into early retirement. Here at K-9
WORLD OF DOGS we are so confident in our vets and our judgement of the K-9's, that we are
giving a five year medical and death guarantee. During the medical examination if there is
any question about the dogs' health or years of healthy service it will be rejected. The
dog would then be tested in the following areas;
TEST OF DOG :
World K-9 Inc. also goes through a very extensive pre-training evaluation. Each K-9 must pass each phase with excellent ratings. If any part of the evaluation is questionable the dog is immediately rejected. The following are brief examples of areas tested:
1. Disposition (friendliness)
2. Whether the dog has a very high retrieve drive
3. Alertness
4. Stability (as to loud noises, gun shots & sirens)
5. Intelligence
6. Physical fitness
7. Dog that enjoys work and to please their handlers
8. Dog that is very sure footed on all types of surfaces
Again if the dog seemed incapable in any of these area's he would be rejected.
When the dog has pasted the medical/train-ability testing we start our training program. If for any reason the dog seems to be having a problem with any one of the categories he/she is washed-out. Our goal is to train only excellent K-9's. This initial training time with the dog would take approx. 6-8 weeks. Once the dog had the basics down it would be time to train your handler. If we don't already have a pre-trained dog in stock, you can expect the match up to take place in 8-10 weeks after we receive the contract and down payment. Note: If for any reason the handler and dog does not bond together, we will train a replacement dog, take it to your departments location, and match the handler and dog together. There is no charge to the department if this occurs. (This rarely happens)
Training would include but not be limited too, the following:
1. Basic obedience (verbal commands)
2. Agility (going over fences, through pipes, etc.)
3. Narcotic's detection (marihuana, hash, hash oil, cocaine, crack, heroin or any derivative of them)
4. Narcotic's search (in an open area)
5. Buried Narcotic's search
6. Detective drug lace money
7. Tracking
8. Police utility training
Handler training is included in the price. This initial training time to certify the handler and the dog together would last approx. 2 weeks (narcotic), 3 weeks (Police Patrol/Narcotic). A well trained dog and a poorly trained handler does not make a well trained team.
Just like the dog the handler would start with the basics. This would include dog obedience and proper use of a K-9 unit under a controlled environment. During this time the handler would be trained in the proper documentation of the dogs training.
To graduate, the handler must receive an 85 percent on a 100 question written test. The dog and handler must obtain a minimum of 95 percent find rate with no more than a 5 percent false response rate. When all required paper work is completed, a copy will be sent to your department for your records. We have approximately 2 days of classroom and the rest is hands on training with the dog.
The handler also will be trained with a prepared public presentation, showing a positive non-aggressive image for your department's K-9 by demonstrating its capabilities. This will enhance public awareness of your departments aggressive fight against drugs/crime entering the community and the K-9 units part.
NOTE: When you officer is here to be trained it's not "party time." We will be putting long days in. We have a lot of areas to cover and their paper work is required to be completed daily. We expect them to be able to work different hours, in all types of weather. We do not expect any type of problems from your officer. In case we do, your department will be immediately notify. If your officer doesn't have the ability to complete this training or become a good K-9 handler we will notify your department and request alternate handler.
World K-9 Inc. guarantees the dog to be free of any medical problems. The dog has been checked by our vet prior to any training. If the dog develops any medical problems during the first 12 months of service and it's determined the problem existed at the time of delivery, the dog will be replaced free.
If the K-9 develops any medical problems that will effect its performance level in the first three years after purchase, N.D.S. will credit the department by pro-rated basis on a purchase of a new dog.
If the K-9 is killed in-line of duty under the control of the handler that was using good judgment at the time. (poor judgment allowing dog to running on the highway, etc.) It would be covered under the above pro-rate basis. If the dog dies of a medical problem it would be covered under above three year medical guarantee with the medical report from the departments vet.
a. Since we have no control over K-9 proficiency training once the dog leaves, we cannot guarantee performance after leaving. However, if we determine the problem had nothing to do with the lack of proficiency training, we will replace the K-9, within the first year free.
b. There are occasions when a dog may cease to perform under certain conditions or cease working altogether. If this occurs, within the three year, we will train a replacement dog (if the performance problem cannot be corrected). The cost to replace or retrain the K-9 will be determined by the problem and when it first occurred. How soon it was identified to World K-9 Inc., and what corrective action was taken to cure the problems(s). The performance guarantee is on a five year pro-rated base.
With the time and money invested by your department in a K-9 unit, it is important that the handler is willing to give 110%.
The success or failure of the unit will depend on the actions and attitude of the handler. The handler in a new K-9 unit has a much harder job, then a handler in a unit that is already established. The new handler must not only prove himself a capable handler, but also prove the dog capable of police work and the unit itself an asset to the department. There are certain things to be looked at when selecting a handler.
These include:
1. Strong commitment to the program
2. A place to keep the dog (approval of family, landlord etc.)
3. Lives in area to insure quicker response time.
4. Does not use excessive sick time.
5. Moderate drinking habits in case of call outs.
6. No record of excessive force in arrests.
7. Safe driving habits as the dog is not seat belted in.
8. Part with a family pet if necessary
The handler must be willing to give a little extra to insure himself and his K-9 partner are up to any task assigned to them. The police officer as we know is always in the public's eye. This is especially true with the K-9 officer. The K-9 officer then has the added burden not only to keep himself neat and professional but also keep the dog clean and groomed as he is also a representative of the department.

into it. Can be accomplished while the officer(s) are here for training. We'll install new
metal door panels, a heavy-duty platform and back, sealed in a rubber base material and
cemented down for easy maintenance and sanitation. The complete rear seats and door panels
may be retained by your department to be re-installed before selling the vehicles. $500.00

A excellent source for funding a K-9 program is your own community. Businesses,
public utility companies and banks have helped a lot of departments start their K-9
programs. Along with your local organizations and joint community police task force. Once
citizens of the community understand what a K-9 unit program can do for their community,
they will be very supportive and a good source for the fund raising. Knowing the K-9 unit
will be protecting their community against the effects of the drugs/crimes. The K-9 can be
a self-supporting/productive unit of the police department. Of course sometimes we will
have the some citizens tell us that their community doesn't have a drug/crime problem.
It's the other communities that do. (as police officer we known drugs/crimes are every
where) If they feel their community does not have a drug/crime problem today good. Lets be
aggressive and keep it that way.

This report has only touched the surface of what a K-9 unit could do for your department. If the dog never found a drug he would still be a great asset to the department. There is no way to measure how many drugs would be removed from school lockers after a classroom demonstration on what the dog can do. Or how many burglaries would not occur because a K-9 unit was on patrol in the neighborhood. A police dog would be custom trained to fill the needs of your department. Also the dog would be available anytime a officer needed the assistance of a K-9 unit. Because the dog is coming from a location within the area, response time would be minimal, compared to waiting for a dog to come from somewhere in or out of the county.
